"Common User"

Over on the IO LMS group were are having a somewhat lukewarm discussion about what "Common User" means on p117 of the 1939 LNER "Code to be used for Telegrams" book. I have scanned the pages related to coaching stock and they can be found at the end of this link...

(apologies that the scans are "bent". It is an historic document and i did not wish to break the spine)

Now, I am minded to think that the vehicles here - such as elephant vans, hounds vans, are highly unlikely to be part of the inter-company common user pool. I am thinking it is more likely to refer to them being common user to the divisions of the LNER and thus part of its internal accounting. Did the LNER normally assign coaching stock to a particular division and require the other divisions to pay for its use? This would make sense given the LNER's structure - it is what you would expect.

I am most grateful for your knowledgeable answer. May I be so bold as to ask for your sources re this? Not that I don't believe you, but I would like to research this further myself.
