I think this was taken on a school trip in 1964 somewhere around Consett/Tynedock area

It may be a long shot but did your trip to the North East go via Darlington works as that may be your mystery location

Is that a Black Five parked in front of the 9F? If so, were Midland locos regularly seen around these North-East areas?

This loco is fitted with Westinghouse air compressors for the iron ore trains, I don't think they went far from their local area.

Hmm.
There is a pic of a Tyne Dock 9F working through Wolverhampton!
As for the Stanier tender, Iit belongs to an 8F examples of which were built by the LNER. Sadly, the number is too grubby to make out properly.
The pipe bridge between the buildings in the background would suggest Darlington to me.

In BR days, 8Fs ,regardless of builder, seemed to get everywhere and whilst infrequent it was not impossible for one to visit Tyneside from say Carlisle or even before/after repair at Darlington works (in the mid 60s)

I will have to look in my shed books or combine book as I can't remember all the sheds/works we visited, might narrow down likely candidates
