Floods in February 1919

I recently purchased a photo album on e-bay, which was listed as containing photo's from Halstead & Sudbury, which are relevant to me local history interests. Also within the album are a number of railway photo's. On of which is GER J67 no 268. I attach the two that intrigue me, which are dated Feb 1919.

Any ideas of location?

G'Day Gents

One of the loco's has a board on the bunker, it says Liverpool St, and with large sheds in the background it could be Stratford, they had poor drainage in that area, (reclaimed marshes. )
