I think you are spot-on there.

I have palns for 1892, 1893, 1908 and c1935 and they all show the signal as a set back.

A surprising error to get through "quality control" but you (StevieG) will remember a plan I showed you recently from further down the line that had the wrong number on a distant signal so errors certainly did get through.
