LNER 3pulley block and tackle.

I've just bought a 3 pulley block and tackle and I'm trying to find out where it was originally used, if it was in a building, if it was a particular colour etc.The writing on the hook reads LNER, Sig and Tele Dept, Grimsby, lift 1T, serial No. 38558. Any help would be much appreciated.

S&T would use a block and tackle to raise new signal or telegraph posts. They would also pull signal parts to the top of signals.
