I really enjoy trying to get the locations when people post pictures, so I think I'll give it a go. Where is this then? Bonus points if anybody can get near the date. I think someone should probably get it quite quickly as you guys really know your stuff.

The "when" is easy - 1:20pm, or possibly 4:05pm
I think the first one is correct.
Looks late Victorian by the general style, clothes, etc.
