Walter Norman NER Darlington Works

Hi, I'm currently researching LNWR Coal Tanks. The Chief Draughtsman at Crewe at the time these engines were designed was Walter Norman. I understand he later became Works Manager of Vulcan Foundry and moved to Darlington in 1901 or 1902 as Works Manager at the NER works North Road. Or did he?
My information is that he retired during the First World War.
He was born in Wiltshire in 1849, but don't know when he died, but it was after 1930.
Can anyone confirm he was Works Manager at Darlington, or dates, or anything really.
