Tommy Bray and Sam Jenkins

I thought there had been some info on here about Tommy Bray after 'Mallard' ( somewhere I thought i had read on here,he had become an Inspector)

But i did find this bit of info on Google from The Lincolnshire Life in 2013 concerning the Great Gathering and mentions Sam Jenkins


'On that day Mallard had its regular crew of driver Joe Duddington (known for driving hard when it was required and having had Mallard from new four months before), fireman, Tommy Bray of Doncaster Shed and inspector Sam Jenkins of Liverpool Street.'

The same info is in The Northern Echo of 2 July 2013, which is usually pretty accurate in its Railway info

An idea why an Inspector from Liverpool Street would have been on the footplate?
